Proposal Progress: Cleaning up and Fixing Four Docker Files

Progress Update
I took a general look—currently, there are four Dockerfiles.
One is from a third party rocksdb, so we can ignore it.
- Dockerfile.new at root/ - This is the main Dockerfile for building steemd
- Dockerfile at root/ - not sure what is this used for?
- Dockerfile - at tests/smoketests - This is used in docker_build_and_run.sh which is clearly related to tests
Some of them are too outdated—some packages have even been removed from pip.
