I doubt that. I am well aware of the assorted theories about banking and money, but I don't think the political class is that organized. It's way more chaotic than that. We want to see order, and imagine someone is in charge, even if that someone is a nasty banking conglomerate.
The problem for USA actually is that Central Bank of Iran creates its own money independent from US dollars what is definitely not common in the world. The similar situation was with Kaddafi who was going to create independent African currency to make African countries richer (they could be so because of resources underground). USA didn't want to loose influence zone there and keep these countries poor so they did everything possible just to stop his plan and kill himself. Of course he was a dictator but his was one since 1970. Then Americans did nothing to kill him but actually they did this in 2011 because they woke up when he was going to make some African countries independent from USA. And here was problem for them! Not in real terrorism but in currency. They told that it's peace mission (yes...). It's everything for money and American domination in the world. I know there are many terrorists but most of them are caused by poverty. Every country to get richer, needs to have its own independent currency and free economic. It's much much better than charity help or loans. Here works one rule: "If somebody wants to help you, get up and escape".
