Interesting thought, what level would you take the 8 years down to?
Presidents? Mayors? Customs agents? Meter maids? Armed services?
In countries that have Government funded medical care, doctors?
Would you like to be operated on by a doctor with less than 8 years training and practice?
all, Except for private companies that get funding from the government. I know its a hard sell, but it would do more good then bad, waste and stealing or contracting associates for overly large amounts of money is our major enemy. More then 1/2 of all taxes are wasted or stolen all through or mostly through legal channels. These favors owed, cost our country a huge amount of funds over the years.
So, if I get you right, ALL government department personnel would only have an 8 year working life, including training. Taking an Architect, 5 years of training = 3 years productive life. Can you afford anything where the designer/planner has to get his life's income in 3 years?.
Not even Steemit, at full pressure, could cope, and this is only for your house, unless we are to revert to the homeless people.
The Hospital here, has Dentists, how would you feel sitting in the chair of an untrained person on the other end of that drill, untrained because the Government can't afford 5 years training for 3 years output.
If your country's laws need fixing, I do not belive that firing people evey 8 years is going to help.
Training does not count, and dentists are not generally government employee's. Whats more important is the government employee's who can make spending decisions, Law, enforce law etc etc. i would imagine there is not much corruption in low level health care, other then insurance fraud and drug abuse or mishandle of them. In my view no government employee should make more then 100,000 USD a year. Keep in mind that being a government employee does not mean you only get 8 years of income in your whole life, you just need to move to the private sector before or after. architects as you mentioned above would be a great example, the private sector could use them and pay them well.
Going back to your original answer, where 8 years was for ALL government employees if they are being paid by the government to study, they are a government employee
In NZ, we have free public health for the less wealthy, that includes dentists at all major hospitals. Health insurance is for the rich, the rest wait for a while longer.
Behind all the figureheads that you see, here, there is a dedicated bunch of people doing the research, writing the speeches etc, they are not party people, they stay in the same job irrespective of which party/group is in power, the " face " then stands in front of the microphone and says something totally different to the prepared speech.
They deserve more than the Members of Parliment they are writing for, and it requires a " long tenure" to learn the ways things are done.

See i think it would work. Our main problem is corruption and the alliance of the 2 parties. Almost every single issue is always voted the same as the number of dems and republicans are represented. Not to mention after a certain amount of time people learn to cheat the system. Did you know james comey (fbi) and L Lynch (doj) both worked for the clintons or clinton associates. She commited crimes here under our law and was let go, because these old favors need to be paid, this happens at all levels, cops become corrupt, clerks fake and delete items. Limit these ties. Most of our government employee's are not like other countries, jails and doctors are private sector. vitals never seem to be government funded here. But paying $2000 for a hot beverage holding cup for every plane is in common. This is because some politician took campaign funding, and somehow that company gets a contract for $2000 a unit, when we the people can get the same item for $50 on amazon. The USA would have plenty of money, but the rich in our country loot it, via policies made by corruption. Walmart pays so little that, its empoyee's ask for government assistance so they can make a profit. If you limit the time people can work in government it makes this process a lot harder. Less time to be able to do favors for major companies. No pensions , and my favorite of all "simple people, honest and our brightest would do a fantastic job, i often said the president should be 5 years old, the answers tend to be the right ones with kids. Most things are that simple. Just think of why somebody would want to be president, thats a flaw to start with.
I'm also concerned with our own country stirring up shit all over the world, and thats more pressing. :)
Also if your not inside the USA, do not listen to our TV and Radio, These lie as much as they tell the truth. Racism is not common here, 25% the crimes are faked so they can point a finger and say look what happened, we need stronger rules. (aka less freedoms) Our government, fbi and cia, are most likely the single biggest problem of the world.
As an interesting study, if you get the chance, be at a happening [crash, aircraft mishap, robbery etc],
then read about a totally different happening in all the newspapers. [same time, same place, everything else is different].
the old saying about taking a pinch of salt now grows to a couple of handfulls of salt, and still don't believe it.
In some ways, you are lucky to have 2 parties.
We have, at the moment, 3 parties, working together [sometimes] as the ruling power.
Then the power plays is "if you want our vote, agree to some outrageous idea of ours, or we won't play the game".
We have 3-year terms, with no limit to the number of times the same person can be the leader, if their party wins the election.
they rarely last to a 4th election.
We also have the so-called "original inhabitants" [the equivalent of the Indians]that have a set number [4 out of 120] of seats in our single level Government, and their own party as well, they can also stand for election in any of the other seat and parties.

One possible way to correct your problem, it would be a bugger to controll, limit the amount anybody cauld give a party as a donation, or, print in a/all newspapers, who gave what to who. so everybody can see who is buying what.
Bernie Sanders had this idea, and yes that would help or work to some degree. He wanted government to pay so the candidates can stand on policy without worry of how they can lie to appease both sides of the same topic and funders. I do like it. I would be willing to try that to.

it would also be nice to know, i would have a good chance at a $100,000 a year job, for at least a few years of my life. i make $8,000 or so now, 100+ hours a week. And i am sure many americans would jump at that too, spreading the wealth could really help a lot of people.
