How to Make a Promotional Video?

I am in the throes of trying to make a promotional video for an ICO. I googled it and found dozens of sites. Some were free, others were thousands of dollars. I saw a lot of template driven websites for video creation.

I have seen some very good videos done by launching ICOs.

Has anyone got any recommendations for my criteria as follows:

  1. Low budget,
  2. Animated based,
  3. Maybe 1-2 minutes,
  4. For a non-specialist?
