Decree

1. From the 20th of December 2017 temporary ban the exit from the DPR territory to Ukraine for the
   1.1. Employers of state and local authorities, prosecutor's office, Bank of DPR
   1.2. Employers of the companies, institution and organization of government and municipal forms of property
2. Heads of public authorities (legislative, executive, court) of DPR, prosecutor's office, Bank of DPR, local authorities, military formations, companies, institution and organization of government and municipal forms of property ensure complete fulfillment of this decree
3. Control and implementation of this law lays upon the Ministry of State Secutity od DPR
4. The present decree comes into force from the date of its signing"

Due to increasing the number of mass recruitment by SSU of residents of the DPR crossing the line of demarcation with Ukraine, including employees of enterprises, institutions, organizations of state and municipal forms of property who, under the threat of physical and psychological influence against them and their relatives, are forced to carry out reconnaissance -subversive activity in the territory of the DPR, December 15, 2017 Head of the DPR, A. Zakharchenko, primarily to ensure the personal security of citizens of DPR, signed Decree No. 363 "On a temporary ban on the departure of workers from the public sphere of the DPR to the territory of Ukraine.""

It should be noted that only in 2017, the Ministry of Governement Security of the DPR on suspicion of espionage and treason revealed and detained 246 people, 148 of whom were employees of the public sphere of the DPR, each of them was recruited by representatives of the SSU under threat of reprisal, members of their families or torture. In addition, among the citizens transferred to the DPR in the exchange of prisoners, there are also employees of state enterprises of the DNR who refused to cooperate with the SSU

"The ban on traveling outside the DPR to Ukraine extends to heads of companies and organizations, holding high posts, and people having access to state secrets. In particular, the first leaders of the Republic, ministers, their deputies, as well as employees of ministries, administrations - with the exception of technical staff. Also, the Decree acts on the heads and deputy heads of state and municipal companies and institutions. In the health care system, the action extends to the head physicians, their deputies, head of the departments, in the education system - to rectors, vice-rectors, deans, heads of departments, directors and head teachers of educational institutions, as well as heads of pre-school institutions.""
