Yes, you're correct. The influx of tourists decreased a lot in recent years; Venezuela was one of the most visited countries in the Caribbean, even the cultural diversity that exists here is due to the fact that people from all over the world stayed here, but now most of them have emigrated.
This is an amazing place to travel, it's a land rich in natural wonders.
