This structure called Ka Papahele O Paka'a is at Keehi Lagoon. Not sure it's exact purpose but am guessing it is a gathering place for the canoers or sailboaters. There are both canoes and sailboats nearby. The English translation of Papahele is "story" and Paka'a is the God of the wind and the inventor of the sail according to Hawaiian mythology.
