Ah, SEO. A topic that I know well and yes, SEO is something that Steemit is certainly not doing very well at at the moment.

I conducted an experiment once which whilst unsuccessful, proved to be interesting with a more insightful follow up.

Goodness, that was over 2 years ago.

If you do a search specific to steemit and have a look through the pages which are ranked the highest on Google, it's not great.

If you then add a tag to the end of your search, e.g. sport, you'll see the impact that using communities instead of tags has on which results Google indexes higher. So even if post titles were more meaningful, they'd still struggle to compete against "pre-community" posts on Search Engines.

There's been suggestions of introducing more meaningful contests on Steemit based upon tags - if a contest targets a specific #tag and demands that it's the first tag instead of a community, then the contest will have a greater impact on encouraging new users to sign up. Google (and other search engines) will then rank Steemit higher for that specific keyword.

E.g. Write an article about how much you love Harry Potter. Your first tag must be #harry-potter and you must not post in a community.

The URL would be:

www.steemit.com/harry-potter/--post-name--

e.g.
www.steemit.com/harry-potter/why-i-love-harry-potter

Then, if the article's about Harry Potter (instead of tag spamming), it's search engine gold for the term "Harry Potter".

Basic example, but I'm sure you get the idea of the potential positive impact without a huge amount of thought or additional effort.

That's a difficult question...

If you post to your blog, assuming you're using the correct hashtags, then your content will be more visible to the wider world but worse for your visibility on Steemit. Which is better for Steemit.

If you post in a community, your post will be more visible to the Community but won't rank as highly on Google. Which is better for your wallet.
