I am thinking that if they decide to incinerate the waste, it is not done in open air am I right? Otherwise, the uncontrolled smoke would go free and contaminate other areas.

The incineration process is controlled , it cant be done in the open air lol. Forgive my picture ,it didnt depict incineration process.
Open air incineration would definitely cause air pollution which is another environmental problem.
