Right now bandwidth is delegated along with vests (SP). As Steemit and other apps grow in numbers and in size, Bandwidth is going to be a commodity in limited supply.

You already get bandwidth as a reward based on how much SP you have. The more SP, the more daily allotment of bandwidth. However, currently the vesting shares (SP) and the bandwidth are inseparable. Well, @ned has let the cat out of the bag with #bandwidth-delegation-pools

A major component of Hardfork 20 development is a complete overhaul of the bandwidth system, which is being replaced with a more advanced implementation of Resource Credits (RCs),

This is all the more reason to own SP now. In the future you can sell both your

• Votes generated from you SP
  AND
• Bandwidth generated from your SP

The Big question is when will Hardfork 20 happen?
