There will always be people powering down and when someone powers down the steem power they have is converted to steem over a period of 13 weeks paid in equal payments one time a week .The person that is powering down then can take that steem and send it to an exchange like poloniex or bittrex and turn it into bitcoin and then turn the bitcoin into dollars.
