Account worth calculation

Can anyone explain me how this calculation works? And what this 13$ means? That if I would power down than I would withdraw about 13$??

We have Steem and SBD price, all the time change but I dont know from where this calculation is.

If you know please explain!

Account value = (STEEM price) * (STEEM + STEEM Power) + STEEM Dollars

It's supposed to be the value of your account in USD but is inaccurate because SBD is not at the 1 USD peg value.
