But sincerely, ive had friends who signed up to be on steemit and its been over two weeks, about a more or more....
So is this a new policy? So im not sure if the two week queue is actually going to move...
And for the payment, how much would it cost?

If you are helping your friend to sign up it should cost 5 steem through #anonsteem.
#blocktrades is more flexible with coins choice.
Just make sure you save the password and reset your password when you have your new account for your friend.
