Mandatory votes on comments?

So with hf19 everyone is posting more (maybe too much). They are also tempted to self vote. Finally Minnows don't have a slider. We still want to encourage voting for others what about this:

mandatory voting for top ten comments

Authors would be required to vote at 1% for the top ten comments on their post. This does several attractive things

1) raises the cost for overposting
If you lose 10% of your voting power for a post you will not overpost. There now needs to be slightly discouragement to self voting

2) encourages community and comments
People will click in and at least read enough to get a good comment in. For high steem power posters the poster likely would reward top commenters anyway but the competition will be fierce. For low steem power holders they get new readers start a dialogue and build a reputation.

3) allows minnows without sliders to reward people who read their post. minnows have all or nothing voting now. It's hard for them to reward comementers without wiping out their voting power. If this was done automatically it could help them pay a small amount to their readers.
