This Article of Amendment, ratified in 1819 and which just "disappeared" in 1876, added an enforceable strict penalty, i.e., inability to hold office and loss of citizenship, for violations of the already existing constitutional prohibition in Article 1, Section 9, Clause 8 on titles of nobility and other conflicts of citizenship interest, such as accepting emoluments of any kind for services or favors rendered or to be rendered, and is particularly applicable today in the 21st Century as government is increasingly FOR SALE to the highest bidder, as foreign and multinational corporations and individuals compete to line the pockets of politicians and political parties to accommodate and purchase protection or privilege, i.e. honors, for their special interest. After reading this PDF here, which outlines fraud in just disappearing the ratified now lawful and therefore legal presentment and order. Then a devastation of illumination on the construction fraud.  This will definitely change how you see De facto conspirators vs a de jure government.

By now I have written enough that you understand to gain a civilized education one has to read a lot. Take in all that you can then using reason and logic decide what it means. A principal in law that anyone who has a interest in the truth will study is the silence is consent rule.  De jure Government cannot exist without it and De facto can't exist with it. 

The constitution one can see was under attack before, during, its creation and until this very day. Liberty and Freedom are not free. One must take the time and make the effort to understand human behavior and know thy self. Educate thy self  for they self. Comprehend what your self interest is so that you can act in your vested interest, which is everyone's interest whether they know it or not. We know what their story is as it is in black and white. What is your story? That is what is important for living beings.
