Create a proposal on https://github.com/steemit/condenser/issues. Then make a post linking to it with your offer. Maybe also use Steem Bounty to secure the bounty for the dev, this would attract more of them. Additionally, your post could be formatted for @utopian-io to get some funds from them too.
