You are right. It's hard to find good content in steem. But I think it's not a specific problem of steem but social media in general. Even for famous website you only see the content of few creators, who already have a lot of fans( or bought enough fans/upvotes), or the ones who advertise it. The difference between steem and most other social networks, it's easier and legal to promote your post by spending money ( you just need enough SP).
Maybe a better search function could help the people to find better content more easily. Every time I search for a topic I only find the most popular on top but not the most useful. On YouTube/Medium I can find the relevant post easier ( Just my opinion.)

Because of the content discovery system.

The userbase can just help but most of the time you discover content through friends/recommendations.
