I don't think you meant that because that is the opposite of Centralized.
Wrong because for that to be the witnesses would have to have considerable control over all and they don't, Steemit is too top heavy.
They do have considerable control over all, why are you saying they don't? The witnesses can form a consensus on what the CODE is, that could include even banning people or freezing accounts, only the witnesses in consensus (DECENTRALIZED) can edit the blockchain and remove content.
