It's ok to fork it when they want to cash out in other words, because they are owed that much by "the community".

Btw, you either read my comment or you didn't, there's no in between, keep telling yourself that asking people to fork steem because people want to sell their stake is reasonable response, keep telling yourself that attempting to lock out people from cashing out their stake is a legitimate reason to fork, ever.
