i checked further, it's always the same collection of accounts upvoting these comments, some of them are high-profile steemit whales like the dollarvigilante... pretty fishy!

It is a pretty standard way of doing things for a long time. There was a lot of trouble getting votes at all for a long time, because the whales only voted for a limited number of accounts, while minnow votes counted for nothing. Curation guilds where formed so that people could band all their votes together and spread votes out to more people. A lot of the guilds use streemian.com as a service that allows them to create voting trails.

Now we are reaching a different stage where user growth is starting to accelerate. The guilds are changing the way they do things, some guilds are ceasing to be. Accounts can also delegate steem power now, so that has made some parts of that process redudant.

Change man. That is all it is. :-) Eventually all this will be a faded memory and mean nothing after an influx of a hundred thousand people.
