This is a token on the second layer of the Hive blockchain with some unusual properties. It doesn't allow downvoting and pays out after 8 days in the form of staked tokens. If you want to sell, you can unstake them from within hive-engine.com, and then trade them for Hive.

The "no downvotes" aspect is interesting - perhaps this coin was created because Hive is back to their old downvoting habits again.
