Don't you miss the days when payouts are at 2 or 3 digits? How do we (minnows/planktons) contribute and help to regain the "historical" glory of Steem?

If you're referring to post payout, the only way to 'regain the historical glory of Steem' is to pour in fresh money into the Steem ecosystem.
You can do this by wooing investors to purchase the tokens. When that happens, the price of Steem would sour. As the voting worth is connected to the price of Steem, the higher the price, the more value upvotes would have.
You can also invite your friends. If a lot of minnows place buy orders for steem, the increase in volume would trigger a price pump.
Current Steem users can also so the same
Essentially, the way is to pour in new money into the Steem ecosystem
