It seems to me a good idea for emergency cases, the technique of using paper also gives the opportunity to create support materials for formal letter deliveries where an envelope can ideal for the occasion.

You are right, I have been to an event whereby I needed an envelope. I improvised by using a sheet of paper to make envelope and save myself the stress of going about looking for a store that sells envelope.
