The Newcomers Community and the Achievements are an optional pathway for people arriving on Steem to take their initial guided steps on the platform.
It is not in any way mandatory, although all Communities are free to require verification through the Achievements if they want to.
Thank you for intervening and clarifying this point. That said, I think there should be no confusion, since several members of the Newcomer community team have also been trying to explain it.
