Just a thought… when a payout is declined on a post, why not have the platform burn the rewards (SD and SP) earned?
This should help make STEEM more scarce.
However it will reduce the reward pool for payouts.
Will it help reduce the SBD debt?
Other pros and cons of doing this?

i like the burn idea
I prefer the idea of the reward pool being able to hold on to a surplus. On days with lower payout, the Steem Network itself saves in order to be able to pay for bigger things in the future. This however would probably need to be done in conjunction with payout recommendations which I suggested in this post or it would be hard to save for anything more than a single payout cycle.
I like the burn idea too.
Like better payouts for others sometimes whales might need a highly rated posts that doesn't absorb payouts

Interesting concept, but at least for the next year or so, we want to make sure we're getting as much as possible in the way of rewards out there to bring as many people to our community as possible.
