You can participate but to enable you to stand a chance for being a winner you have to be in at least Club5050.
As a newbie you need to grow your STEEM and then power it up which will put you in a club.
Of importance right now is for you to write posts so that people can vote on it and you can earn.
There are curators looking for good posts from newbies and who knows, you might just get a good vote. Just use the tag #newcomer in your posts.
