This is the fourth consecutive year that Wiliams has taken office. Its total revenue is up to $ 29.2 million in one year.
Japan's Naomi Osaka came second with total revenue of $24.3 million while former Wimbledon champion Angelique Kerber placed third with revenue of $ 11.8 million.
Forbes includes prize money, salaries, bonuses, endorsements and appearance fees for players to be listed on June 1, 2018 through June 1, 2019.
Only US football player Alex Morgan was included in the 12th list from other sports with $5.8 million in revenue mostly from his endorsements.
Meanwhile, badminton star PV Sindhu and Thailand golfer Ariya Jutanugarn were among the top 15.
