Welcome to Populist Culture | 28 September 2019 Edition

The USA has a hidden history of engaging in covert economic warfare, aimed at securing a steady stream of reparations, for a short-list of long-time friends and allies. Two massive settlements, in 2019, combined for upwards of $100 million, while an $88 million top-up was added to previous restitution of $967 million. After developing and honing their abilities within a narrow, self-defined set of parameters since WW2, and adopting a ruthless "by-any-means-necessary" policy, pioneers of this peculiar craft have laid the foundations for an historic global expansion of reparations. Sure-fire mechanisms, which can be attributed to 75 years of almost non-stop successes, have been assembled, and are now ready for launch, in the battle to win compensation for African-American descendants of slavery.

Top 5 Mechanisms for Slavery Reparations

By what may turn out to be a tremendous stroke of good fortune, it just so happens the USA has been in the business of international reparations collection for 100 years. So effective have the wizards of fiscal recompense been in this endeavour, legislators had the good sense to harness these skills and mandate this generous taxpayer-funded philanthropy into law.

5 — The JUST Act of 2017-2018

The bipartisan JUST Act shadowed another bill on its journey through the 115th Congress, passing into law a mere 60 days after the other. It compels the government to continue seeking reparations from 47 countries, selected by the State Department and “expert NGO's,” for compulsory participation in future rectifications. It is thanks to these and similar efforts, already victims residing in a whopping 83 countries, (almost half of the world) have now benefited from some form of WW2 genocide-related settlement. One can reason these same professionals would be no less inclined to extend an equal level of selfless dedication and commitment to securing compensation for their fellow countrymen, some of whom are descendants of victims of the Triangular Slave Trade and other tragedies.

4 — H.R.40 Reparation Study Commission for African-Americans

First introduced by John Conyers in 1989, under House Resolution 3745, HR40 is an open-ended legal tool with cleverly designed language, crafted in such a way as to allow the process to remain active until the desired resolution is achieved. The media remained relatively silent when the 116th congress passed the first ever increase to the recurring fiscal budget of $8 million, substantially raising it to $12 million, in 2019.

More impressive is the dramatic bump in popularity H.R.40 is currently enjoying, under the 116th Congress. Owing in part to upcoming Federal elections, the 2019 bill (Introduced 01/03/2019) has attained more than triple the support than from any other period. Co-sponsors are all Democrats.

3 — Influential Endorsements & Political Framework
Slavery restitution in some capacity enjoys tremendous support among Democrat presidential front-runners and various political celebrities, including Senators Elizabeth Warren, Kamala Harris, Cory Booker and Bernie Sanders; and Representatives Beto O'Rourke and Tulsi Gabbard, the latter being a favourite amongst veterans and a growing number of disenchanted Trump supporters.

Matters for Black Lives (Black Lives Matter or M4BL)
"Reparations for past and continuing harms," sums up the intent legislation proposed by M4BL, and details what blacks-only benefits should be expected from full passage of H.R.40. It relies on a similar approach to the model reparations strategy, emphasizing all conceivable consequences, rather than the original associated genocide or slavery events. A few of the finer points appear to leave a moderate degree of wiggle room. These include:

  • corporate and government reparations to heal "ongoing physical and mental trauma."
  • Universal Basic Income (UBI);
  • student loan forgiveness;
  • automatic and unlimited free college and university for Black and illegal alien students, replete with fully subsidized costs of living (free food, lodging, childcare, medical, transport, etc);
  • additional funding for segregated Black-only HBCU’s;
  • mandated and funded public school curriculum changes to "support, build, preserve, and restore cultural assets and sacred sites" (while American ones are being destroyed and taken down), forced "honouring" of "collective struggles and triumphs"

2 — A Plethora of Prosperous Precedents

Unbeknownst to the masses, $Billions in slavery reparations have previously been awarded, for slavery and other consequences of the WW2 genocide, or holocaust. A better understanding of the history surrounding these events may be invaluable to enhancing public perception of such matters, as well as aiding in achieving equitable resolutions for all.

Genocide-holocausts and slavery have too often been the resulting outcome (RO) produced by one or more typical inciting event (IE) – such as war, invasion, forced starvation, globalism, or coups driven by internal subversion (enemy inside the gates). A variety of devastating shared consequences (SC) are equally as likely to develop from either RO. These include forced migration; enslavement and forced labour, ethnic cleansing; theft of land, assets and intellectual property and trauma suffered by survivors and their kin.

The fact reparations have been continuously paid out, not for genocide itself, but for its adroitly ever-developing blow-back, should be received as welcome news for slavery restitutionists. By that same logic, it can only be a matter of time before compensation for slave labour, and a host of other shared consequences, is equally applied to slavery.

1 — The Negotiated Settlement

Any lingering doubts over the US government's ability to introduce reparations to African-Americans, with or without majority consent or requisite legal authority, should be amply assuaged by the inspired response to the landmark US Second Circuit Court decision, on Sept 7 2010. This historic lost appeal mirrored the result of a similar earlier class-action reparations lawsuit. The plaintiffs' persistent inability to validate their claims and warrant further pursuit of related litigation, led to exoneration of SNCF, clearing the French railway giant of all allegations and conclusively removing any obligation of reparations. The direct result of this frustrating ruling can still be seen today, in the carefully calculated words of State Department's own publication.

From US State Department – Recent Agreements:
April 15, 2019

By 1997, the Department of State was actively involved in facilitating negotiated resolutions of unresolved claims. The U.S. believes that negotiation leads to a more rapid payment of benefits to elderly Holocaust victims and their heirs than the continued pursuit of litigation. Moreover, negotiated settlements benefit far more Nazi victims than would litigation, given the inherent risks and uncertainties of lawsuits, the more stringent rules of evidence required by courts, and the need for plaintiffs to demonstrate a concrete link to the parties being sued ...

Hope was restored when, with all legal avenues exhausted and the battle seemingly lost, highly motivated stalwarts in the State Department and other high-ranking government officials confidently adopted a little known successful scheme, which, in 1999, had procured slave-labour reparations from such global behemoths as Bayer, BMW, Siemens and Volkswagen.

SNCF High-Speed Railcar

The confidence was not unfounded. The earlier achievement was reproduced. For over 4 years a firestorm of relentless legislation, litigation, professional protestation and weaponized media targeted the French-based company's subsidiary, Keolis America. Having entered the US rail and transport sectors in 2009-2010, it was dragged through the court of popular outrage, defamed, determined guilty and sentenced to economic banishment – until such time the parent company became sufficiently incentivized to consider making the correct concessions.

That moment came when State Department officials welcomed the French government, on behalf of SNCF-Keolis, to a negotiated settlement, for the exhaustively litigated issue and accompanying unsubstantiated claims, which the US Courts had definitively settled – an astounding four times – through two related cases and their appeals. By the time extra-legal negotiations began, in April of 2014, the outcome had already been decided.

The right to conduct business on US turf required an admission of guilt and the permanent label of "war criminals," for the specific crime of "Holocaust deportation" – a recent adaptation of forced migration. On December 8, 2014, no longer bound by the inconvenient rules of evidence, $60 million in "reparations" were acquired to pay "any and all" compensation claims. The PR nightmare, bidding bans and mountain of wedge issues abruptly disappeared. And with that, all previous mechanisms were rendered obsolete. None dare call it extortion – they're simply ideas whose time have come.

=============================================================

In closing, It bears considering, the notion that it is the West's moral obligation to secure and support (economic) reparations. Numerous articles and sources state this as fact, and mostly it has been accepted as such. However, any Christian, or any half-educated barbarian should recognize the repeated use of this boorish, deceptive tactic as a manipulation of the charitable spirit of our kind. The foundations of Western and Christian morals have always been rooted in forgiveness, not on-demand economic servitude to a foreign power.

Westerners are fortunate to yet possess the inalienable freedoms and ancient customs bestowed and established over the centuries. Our true European-derived moral code, wrought through as it is with terrible stress fractures, as long as it remains whole, avails us the ability to deny this degenerate forgery of Western morals, plaguing the full spectrum of colours of society, and cast them out at every opportunity. The legacy of all honourable men seeking to secure a hospitable future for their kin will be looked upon either with shame or heartfelt gratitude for their part in the silently raging battle to make this the last generation to ever benefit from these inherent protections.
