More and more tools, check ups will it work? Does it matter if there's time invested in more than one account? Look at me. I even invest time in leaving comments as sc07 unlike others.
It's my believe that if it's scam there is always a way out. Plenty, of people join the same IP and devices especially if there's nothing else. I know I do, my children as well to take photos or print or whatever. If we would read, check we discover a lot and we can ask.
You won't believe how easily people share their lives, lies, or show themselves. So far privacy and anonymity what Steemit once stood for. If doubts a good solution might also be to not vote.
P. S. How about all those using ghostwriters? Letting others use their device? I am sure you know what I mean.

I can do for individual needs, and I know some people might not believe me, but in general, whatever it is they want to do… the most important thing is to be honest, keep trust, and be true to themselves. I’m not someone who says using more than one account is a bad thing, why not?!
If they do it right, not in a sneaky or manipulative way, and show positive things to consume and read, it’s totally fine. The thing I’m talking about is accounts that will do anything to make $. That’s all…
