First Snow In Norwegian County Of Hedmark - Many Motorist Still Using Summer Tires

Hedmark had its first snow of the year. This is a mountain area but it is located in the southern parts of Norway. Here is a map of the area:

Also, many motorists were surprised by the snow since they are still using summer tires. In the neighboring Sweden you must have winter tires on the 1st of December so this is clearly a bit early.
