The expression "strike when the iron is hot" really sums it all up, I've heard it before and it's definitely true, but it's also true that timing is an art and it's not easy to do, at least in practice. If we take a trader as an example, we know that someone who has been trading for 15 years will be able to see the moment more clearly than a trader whose experience is limited to about 10 months.
I think it all depends on experience and the more knowledge you have the better, happy day my friend.
