The national prison policy places prison officials as the spearhead of improving the nature of inmates. "Every employee should participate actively and passionately guiding the prisoners into a moral Indonesian man," Koesnoen notes.

Prison officials must strive to be role models for prisoners. Their examples stem from good daily actions in prison.

"Especially we have to avoid corrupt, bribery, bribery, and know-as-know acts, with extreme harmless consequences, not only state and service but also educated, and others," notes Labor's Voice Prison, June-August 1955.
