Flags in windows

It's post-surveillance. I have never noticed that the windows of educational institutions are designed in this way before. On the second floor of this building is a kindergarten. Is the kindergarten an educational institution? I started paying attention to kindergartens and schools, and found that many of the windows are decorated with flags. Perhaps there was a special citywide order, it is unlikely that employees of different schools made this decision on their own.
