That company's charity work was not genuine. They have ax to grind in order for them to deny some bad news about them.
"Ax to grind" usually refers to a negative motivation - Where the motivation is driven by anger, discontentment or a desire for revenge. I wouldn't use it in this context. You could call this an ulterior motive.
