failed to properly document more than $800 million in construction projects

Thanks for this article @zer0hedge! I wonder how common this is. $800 million is a hefty sum of money.
There cant be an audit if they cant follow the money. How such an amount can just disappear baffles me.

This kind of things can happen anywhere, but usually itś not with such large amounts of money. Im however pretty sure the money is spent on something.
