Basha Bazi: Pedophilia and sexual slavery .. an Afghan tradition of child victims.

Afghanistan said it would conduct an "in-depth" investigation into systematic sexual exploitation of children linked to the practice of "playing boys" in the country.

The disclosure of the tradition of "pasha bazi" or "play boys" linked to the form of sexual slavery is an international condemnation after a press investigation revealed that the Taliban are sending young women to infiltrate police stations and launch attacks that have killed hundreds of its members in the last two years in the remote southern province of Uruzgan.

President Ashraf Ghani ordered an "in-depth investigation immediately based on this information" and that "whoever is convicted will be prosecuted and punished without regard to his rank, in accordance with Afghan law and our international obligations."

The Afghan presidency stressed that there is no "place" in Afghan society for those who exploit, asserting that it is ready to do everything "whatever the price" to punish the violators.

The tradition of the "Pacha Bazi" allows the retention of a girl before the age of puberty, sometimes dressed and disguised as women's clothing to make them dancers or exploit them sexually thin or to take up arms in police stations.

Warlords, leaders, politicians, or any rich or influential person often hold a "pasha" symbolizing his power and prestige.

The practice is rooted in Uruzgan, where police leaders, judges, government officials and others who survived previous attacks told AFP that Taliban fighters were recruiting these youths against their exploiters.

These allegations, which the Taliban deny, reveal the extent to which children from both sides have been exploited in the conflict in Afghanistan.

The decision of the Afghan authorities after the international responses condemned the publication of the report.

The US embassy in Kabul condemned "any abuse of the horrific examples described in the report" and urged the Afghan government to protect and support victims and their families and called for "justice and accountability of perpetrators under Afghan law."

In a letter last week to US Secretary of Defense Ashton Carter, Congressman Duncan Hunter called for a more active role for the United States to put an end to the practice.

"I am concerned about the Taliban's growing exploitation of children to access security sites and launch attacks from inside the Afghan police," Hunter wrote in the letter.

"I think we can take immediate steps to stop the rape of children in places where US forces are located and to mitigate the risk of attacks from within, which requires zero tolerance."

The United Nations Mission in Afghanistan (UNAMA) has stated that the practice of "playing boys" is a source of "grave concern" among the international community.

"The UN mission in Afghanistan continues to receive reports about the habit of the Pasha Bazi and even within the Afghan forces and continues its commitment to the government to ensure criminalization and prevention of all forms of exploitation and abuse of children," said UN Special Representative to Afghanistan Mark Bowden.

A report by the Independent Commission on Human Rights in Afghanistan in 2014 said that the practice, which was banned by the Taliban during its rule, flourished in the absence of a state of law and corruption, the difficulty of access to justice, illiteracy, poverty, insecurity and armed groups.
