I’m back to Steemit! My posts n responses delay due to HF 20

Hi Steemians, happy to return to #Steemit platform following the major Hardfork 20. I had difficulty posting or responding to posts using #partiko for the longest time due to the constantly low mana and RC. I just couldn't respond to any post or post anything up! I kept receiving the message shown above due to my lower ranking status and being a plankton pond steemian. If anyone can explain this process in simple elementary level format will be awesome lol...I tried researching in the past and it was still confusing to me as of this day.

Glad to be back and hope with the greater platform stability I can post and respond to comments actively like usual. I missed responding to your messages and couldn't upvote anyone to support so decided to take a few days break and then return. Having said this, can some of you more experienced users help me understand a bit more how to turn from plankton to minnow and eventually moving up to higher status? Never understood how it works but definitely being a plankton status greatly affected my ability to support other Steemians with this hardfork update!
