Man arrested for being at Bonnycastle at night

I found 2 articles on a man being fined 275$ for being in Bonnycastle park at night. The article does not say that underaged male prostitutes were sexually exploited here.

Here is the article it is dated in 2013. It states that Doug Tervoort was ticketed for being in a park after 10 p.m.
The reason that the article states "It is public space, but the Winnipeg Police Service said it doesn't have the resources to actively patrol all parks, all night long. The city said, in the interests of public safety, all parks are closed between 10:00 p.m. and 7:00 a.m."

Why didn't anyone tell the truth of this place?
Many poor boys thay were wards of CFS were enticed into a life of prostitution at this park in the wealthy part of downtown. Underaged male prostitution took place here everyday while people drove by. Many of the boys sold themselves their were not gay but were called gay for pay. Many lives were ruined at this park.
Yet nobody helped those kids who got lured into a life of prostitution there. More effort and money was put into the covering up of what REALLY happened there then getting justice for the victim's of a pedophile ring that operated in plain sight.
