According to my understanding... For sure sex outside of marriage is not acceptable. But still there are those who will want to do this. It doesn't mean they are not held accountable. Like intoxications. It is not a good idea. But if it is allowed and regulated then the rest of society is protected. Still those who indulge are held accountable before God.
