Now that medical marijuana have been legalized in the Philippines...where do we go from here?

House Bill 180 have been approved by President Duterte's administration this week. It details "who will be approved to prescribe it, who will be allowed to receive it and who can assist in its' distribution."
Legalizing marijuana for medical use will benefit thousands of patients suffering from serious and debilitating diseases. -Representative Seth Jalosjos
This is a milestone for the Philippines, but questions arise such as, does the country have the said professionals in implementing and enacting this law, how soon can it be commenced and the like.
Are we Filipinos ready for this? We need help big time.
