North Korea Willing To Talk Nuclear While Testing Creative Weaponry

On September 9th it was reported that a North Korean diplomat said that they are willing to restart nuclear talks in late September. This is the first time since talks halted in February that North Korea has offered to talk on their nuclear usage. The latest overture came from Vice North Korean Foreign Minister Choe Son Hui, who said Pyongyang was willing to have "comprehensive discussions" with the United States in late September at a time and place agreed between both sides. This seemed to come after a statement from Mike Pompeo wishing to begin talks on denuclearizing again on Sunday. Choe also had the following to say:

"I want to believe that the US side would come out with an alternative based on a calculation method that serves both sides' interests and is acceptable to us," Choe said in a statement carried by the official KCNA news agency.
"If the US side toys with an old scenario that has nothing to do with the new method at working-level talks which would be held after difficulties, a deal between the two sides may come to an end."

Meanwhile, a South Korean official has reported that he has noticed North Korea using missiles in what he says is a "very creative way".

Experts say the latest missile tests by Kim Jong Un's regime show Pyongyang is, for the first time, actively using testing weapons to target weak points in the advanced missile defense system that protects the US, Japan and South Korea.
