Yep! This was mostly because of the patch released by the Steemit Inc team a day after Hard Fork 20 went live.
According to their blog post from 3 days ago, they forgave/reset all RC Debts (accounts with negative RCs) and increase RC allocation ten-fold. If an account has an RC of 1 Million before the patch after the patch that account will now have 10 million RC, which eventually made almost all accounts RC's miraculously up by 100%.
But the gist of it is mostly positive, the update will most likely solve the spam issue on the blockchain and will bring Steem to greater heights in the months to come but the way it was implemented and released to the general public is very disastrous and disappointing.
The block chain upgrade wasn't well implemented. The goals of the upgrade were faulty. Charging a lot of RC so that you would compel people to invest in steem is really absurd. Some people are saying power up post. What about those whose post are not earning much or just some few cents? Powering up a post wouldn't have helped them. They are indirectly compelling every one to bring in some cash. Our intellectual properties that we share here daily for nothing most times is considered as nothing. When there is no guarantee of getting payout in one's posts, why make powering up necessary. This system if it is not corrected may be the beginning of the end of steemit. Everyone wants the platform to succeed but it seems the people at the top has something else in mind
My voting mana level hasn't jumped at all in the last day or so, simply regenerated at its normal rate.
My RC level increased tremendously last night to 100%. This however was due to Patch 20.4 which was a specific fix (increased resource credits per block by a factor of 10) for that exact problem.
Originally when the hard fork was implemented mana was jumping around quite a bit. It then settled but couldn't trust what you were seeing until the patch went in to fix the bug issues. It is now fixed and looks like it is working normally now.
It was frustrating knowing you had 80 percent before the hard fork and it dropped to the mid 20 percent range. You then knew it would take days to come right before we heard about the patch.
