People never realise there is also a 'socialist' solution in monopoly. On average you collect more money passing go and picking up cards than you pay out in fines, so if everyone refuses to buy property then the game is likely to go one forever with everyone getting infinite money.
But that wouldn't be a very fun game, now would it ?
You'd just roll the dice, move, pass the dice.
And every now and then receive some cash to use on... taxes and fines every now and then.
