It has the marks of a contract, but it might not meet the regulations specific to a loan contract in many jurisdictions. I think my chances of having this enforced in a small claims court in New Zealand are probably decent. Though, I'm happy enough with enforcement via the court of public opinion. Everything is public on the blockchain so amybody can be our auditors.
So why didn't you just delegate it?
Because the loanee needed liquid currency for SteemFest2.
