Jesus said: "No one can see the kingdom of God unless they are born again". Meaning, exegesis, understanding of the bible verse.

Jesus speaks to us about seeing, perceiving the kingdom of God. This expression of Jesus is a metaphor. To see the kingdom of god is to perceive the world with the eyes of god: "Blessed are the pure in heart for they will see God", Matthew 5:8; "To the pure, all things are pure", Titus 1:15.
Specifically, "see the kingdom of god" means receiving eternal life: "This is eternal life, that they know you, the only true God" John 17:3. And what is eternal life? Although it is not explained in Galatians 5:22-23, the eternal life is a fruit of the spirit.

The purpose of spirituality is to achieve the likeness of God, it is the likeness to God that allows us to perceive his kingdom. God grants his essence, his wisdom, so that we can live according to eternal life.
Nicodemus is a doctor of Moses' law and he does not understand what it means to be born again to see the kingdom.
This is so because by simple faith, or by keeping the commandments, no one can be born again. And this is already the domain of Gnostic Christians, we need more that faith: we need the wisdom and the spiritual gift of fear of the lord.
This statement may seem an heresy (teaching of the error), but it is not. This is explained in the meaning of the Parable of the Sower:
"This is the meaning of the parable: The seed is the Word of God. Those along the path are the ones who hear, and then the devil comes and takes away the word from their hearts, so that they may not believe and be saved. Those on the rocky ground are the ones who receive the word with joy when they hear it, but they have no root. They believe for a while, but in the time of testing they fall away. The seed that fell among thorns stands for those who hear, but as they go on their way they are choked by life's worries, riches and pleasure, and they do not mature. But the seed on good soil stands for those with a noble and good heart, who hear the word, retain it, and by constancy produce a crop." Luke 8:4-15.
The Fear of the Lord is define as constancy, firmness, devotion, ecuanimity, stability. The parable of the sower explains that the contancy with wisdom is the path to enlightenment ("see the kingdom of God"). This is what Nicodemus, the doctor of the law of Moses does not understand. The commandments and spiritual gifts are different things.
Nicodemus is a natural man and he does not understand that the kingdom of God is progressive, like the seed that grows, like the leaven that ferments.
"See the kingdom of God", means to be wise as God is wise: "Be perfect, therefore, as your heavenly Father is perfect", Matthew 5:48.
