I think it is safe to say it can't be a coincidence this law has nr 13.
It is a ridiculous law, obviously written with a paper office in mind. People in Brussel have no clue. This is another law that is in no way helpful, nor is it possible to keep track of things the way they want to.
So my guess is, it will pass. Clueless, the whole bunch.
A lot of people will find VPN to technical, something for nerds. It will take some time before the majority will use VPN.
I'm afraid that it will pass too. The bureaucrats in Brussels don't have any clue what they're doing and are more interested in the money that lobbyists offer them anyway.
Shame.
