Waste and Economic Empowerment - Sampah dan Pemberdayaan Ekonomi

The new paradigm of waste management is no longer the method of collecting, transporting and disposing, but the waste is also one of the resources that can be utilized through the 3R method, *Reduce, Reuse and Recycle *. This is actually not new thing in rich countries, but in developing countries like Indonesia, ideal waste management is still not optimal.

Waste management requires a large budget especially if it is not supported by the community. The character of the community is still less concerned with waste management. Like still dump garbage out of place, there is no effort to reduce, sort and recycle waste.

The government continues to try to socialize waste management using the 3R method. One of them is by providing facilities and infrastructure such as the one that was officially inaugurated today by the Deputy Regent of North Aceh in Gampong Rayeuk Kuta, Tanah Luas District. The 3R Waste Processing Site (TPS3R) has been built by the Aceh Province Environmental Settlement System Work Unit (PSPLP).

This TPS3R consists of building and processing equipment for organic and inorganic waste. For processing organic waste there is a organic waste chopper machine and a rotary screen while inorganic waste processing is completed with a plastic chopper machine. The TPS3R will be operated by the Kuta Mandiri community group.

The existence of the TPS3R is expected not only to reduce the volume of waste that must be transported to the landfill but also reduce the employment of workers and increase the income of the community.[]

Paradigma baru pengelolaan sampah tidak lagi dengan metode kumpul, angkut dan buang, akan tetapi sampah juga merupakan salah satu sumber daya yang dapat dimanfaatkan melalui metode 3R, Reduce, Reuse dan Recycle. Ini sebenarnya ini bukan hal baru di negara-negara maju, namun di negara berkembang seperti Indonesia, pengelolaan sampah yang ideal masih belum maksimal.

Pengelolaan sampah membutuhkan anggaran yang besar apalagi jika tidak didukung oleh masyarakat. Karakter masyarakat masih kurang peduli dengan pengelolaan sampah. Seperti masih membuang sampah tidak pada tempatnya, tidak ada upaya untuk mengurangi sampah, memilah sampah dan mendaur ulang sampah.

Pemerintah terus berusaha mensosialisasikan pengelolaan sampah dengan metode 3R. Salah satunya dengan menyediakan sarana dan prasarana seperti yang hari ini diresmikan oleh Wakil Bupati Aceh Utara di Gampong Rayeuk Kuta, Kecamatan Tanah Luas. Tempat Pengolahan Sampah 3R (TPS3R) telah dibangun oleh Satker Pengembangan Sistem Penyehatan Lingkungan Permukiman (PSPLP) Provinsi Aceh.

TPS3R ini terdiri dari gedung dan peralatan pengolahan sampah organik dan anorganik. Untuk pengolahan sampah organik ada mesin pencacah sampah dan rotary screen sedangkan untuk pengolahan sampah anorganik dilengkapi dengan mesin pencacah sampah plastik. TPS3R ini nantinya akan dioperasikan oleh Kelompok masyarakat Kuta Mandiri.

Keberadaan TPS3R ini diharapkan selain dapat mengurangi volume sampah yang harus diangkut ke TPA juga dapat mengurangi menampung tenaga kerja dan menambah pendapatan masyarakat sekitar. []
