Yep. Organized crime collects "taxes" and take a share to certain mafiosos in uniform who allow them to continue operating.
Once in a while we see special ops killing one gang member here and there, most likely because they messed up with the wrong person, one who had relations with some high ranked military, or simply because they did not pay their share. Other than that, they have a symbiotic relationship while the average folk fears them both and pays the highest price.
There are not competitive jobs. The big companies left some time ago, universities were destroyed and forced to be abandoned. The state is the main employer. Most people make minimum wage
