Actually, a person with a disability is someone who, depending on the disability, cannot do some things alone! It is very unfortunate that his neighbor is in those conditions but friend, only God has control of that, of course that not only affects him but also his mother who must remain a slave to him and do everything to him as you say!!
Disabled people have the same right as a normal person, you just have to support them and motivate them to move forward!!
