Just helped out a stranger today: someone using the cubicle next to mine needed toilet paper and I was happy to pass some over underneath the stall

I think the bigger issue is why you're both defecating in your cubicles. The bathroom stall would definitely have some toilet paper, as well as toilets, with just a wee bit more privacy.
